Fiscal Analyst, Workforce Development

DEFINITION: Under direction, serves as a consultant to the Director on fiscal problems and is responsible for analyzing expenditures of programs to ascertain that contractual commitments and legal requirements governing them are being carried out properly; does related work as required. EXAMPLES OF WORK:
- Assists and advises the Director on fiscal problems that may arise in carrying out provisions of various grant funding contracts and in preparing required financial reports.
- Reviews funding contracts and grants to determine various ways of dispersing funds within the stipulated guidelines.
- Ensures the contractor meets the terms and conditions of the contract, and amounts reported are accurate, allowable, supported by documentation and properly allocated.
- Deployment to Cumberland, Salem, and Cape May counties to review the following: Internal Controls, Budgeting, Accounting System, Cash Management, Disbursements, Financial Reporting, Cost Allocation, and Policies and Procedures.
- Reviews and analyzes the contractor’s spending levels for cost reimbursement contracts in relation to the contract budget and the number of participants enrolled in the program.
- Ensures that the expenditures reported are detailed in the contract budget and that the reported expenditures do not exceed the line-item budgets.
- Reviews and analyzes the contractors’ reported benchmark payments for performance-based contracts in relation to the contract budget.
-Maintenance of pertinent financial records.
- Audits program financial records to ascertain whether or not proper use has been made of expended funds and ensures they are ready for review by the NJDOL funding agency.
- May assists in preparation of program budgets.
- Prepares monthly financial reports and statements on the review of various programs.
REQUIREMENTS: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
- Five (5) years of professional experience in the collection, compilation, analysis, and presentation of data required to provide an accurate account of administrative and operating costs to management in a private business or government agency. OR
- Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. OR
- Possession of a master’s degree from an accredited college or university, in Business Administration, Public Administration, Accounting, or Finance.
LICENSE: Required to possess a driver's license valid in New Jersey. This is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
- MIP software experience a plus
- Knowledge of cost analysis, budget methods, and procedures.
- Knowledge of budget preparation and control and appropriate federal procedures where grant agencies are involved.
- Knowledge of the theory and principles of fiscal analysis and their application to a wide range of financial transactions.
- Knowledge of financial and management organization, operations, practices, and reporting systems. Knowledge of basic economic, accounting, grant, and contractual obligations and principles.
- Ability to comprehend and utilize complex state and federal budget policies and procedures. Ability to prepare statistical and other studies and reports containing findings, conclusions, and recommendations.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
