Program Development Specialist, Community Service

Starting Salary: $48,417
Duties: Under direction of the Director of Human Services, assists in the professional, administrative, and analytical work to promote the planning, operation, implementation, monitoring and/or evaluation of community oriented programs designed to address the socio-economic, human service and other needs of community residents; acts as a coordinator between community groups, public and private agencies, and other groups in developing maintaining and/or expanding social service projects such as substance use and recovery programs, family counseling, transportation, consumer education, legal assistance, and so forth; develops plans to implement new programs to meet community needs, working in cooperation with other agencies to isolate human service problem areas on the county and/or community level with a view toward implementing new programs; does other related duties as assigned.
Requirements: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in the development of programs designed to solve socio-economic needs of residents of the state and/or local communities which shall have included responsibility for research, negotiation, and/or writing of proposals for community service programs or possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. Note: Possession of a master’s degree from an accredited college or university with concentration in the field of human or social services may be substituted for the above experience.
Knowledge of federal and state programs relating to the field of human and social services, community action, and other areas; ability to evaluate community needs; ability to analyze and evaluate community resources and available services designed to meet the needs of local residents; ability to comprehend and interpret federal, state, and private foundation regulations for submitting applications; ability to work independently under direction of the department head or other designee.
Experience with coordination of board or other official meetings, general understanding and knowledge of advisory council by-laws and application, strategic planning experience including needs assessments and comprehensive planning and review, grant writing and RFP writing and/or review experience preferred.
Valid New Jersey Driver’s license.
Hours: The typical work week consists of 35 hours, Monday through Friday; however, some nights and weekends may be required due to the nature of the work. Note: Offers of employment are contingent upon successful completion of physical fitness screening that includes drug screening.
