DEFINITION: Under direction, serves in a leadership role on fiscal problems and is responsible for analyzing expenditures of programs to ascertain that contractual commitments or legal requirements governing them are being carried out properly.


DUTIES: Serves in a leadership capacity. Supervises a robust financial management framework for the department. Develops and recommends the Health Department budget collaboratively with the Health Officer. Manages revenue collection, requisitions and purchase orders, grant expenditure reports, and expense reclassifications. In collaboration with department and county Administration, provides oversite of department financial software and training for staff as needed, manages department bank account and bank wires and coordinates annual audit. May supervise staff. Assists with the development of policies and procedures for financial operations. Prepare reports as needed.


REQUIREMENTS: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. “Professional experience” refers to work that is analytical, evaluative and interpretive; requires a range of basic knowledge of the profession’s concepts and practices; and is performed with the authority to act and make accurate and informed decisions: 
Five (5) years of professional experience in the collection, compilation, analysis, and presentation of data required to provide an accurate account of administrative and operating costs to management in a private business or government agency. OR 
Possession of a bachelor’s degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. OR 
Possession of a master’s degree from an accredited college or university, in Business Administration, Public Administration, Accounting, or Finance. 


LICENSE: Required to possess a driver’s license valid in New Jersey. 

KNOWLEDGE AND ABILITIES: Knowledge of cost analysis, budget methods, and procedure. Knowledge of budget preparation and control and appropriate federal procedures where grant agencies are involved. Knowledge of the theory and principles of fiscal analysis and their application to a wide range of financial transactions. Knowledge of financial and management organization, operations, practices, and reporting systems. Knowledge of basic economics, accounting, grant, and contractual obligations and principles. Ability to comprehend and utilize complex state and federal budget policies and procedures. My ability to prepare statistical and other studies and reports containing findings, conclusions, and recommendations. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.  


Hours: Thirty-five (35) hour per week; Monday through Friday, 8:30am – 4:30pm
