Salary Range: $85,000-$95,000 

Duties:

Appointed by and serving at the will of the Board of County Commissioners, the Department Head provides leadership in the development and implementation of the work of a local Office on Aging (Area Agency on Aging/AAA); coordinates community resources and services relating to concerns of older people and persons with disabilities; maintains liaison with state and local agencies and organizations concerned with the diverse subject of aging.

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.  It is not necessarily descriptive of any one function.  The omission of an essential function does not preclude Administration from assigning duties not listed herein if such functions are a logical assignment to the position.

Provides leadership, guidance, and administrative direction in the development and implementation of an information and referral service on community resources related to the broad field of aging and services for those with disabilities.
Consults with, advises, and provides professional assistance to organized efforts by community organizations, associations, and groups which can contribute to the understanding of aging or who should be aware of aging as a social process.
Maintains a continuous inventory of resources and services available to older people.
Assesses adequacy of existing programs, identifying gaps and stimulating alternatives and new solutions to persistent problems involving aging.
Assembles, disseminates, and publicizes information of value to the public and to all groups concerned with the diverse subject of aging.
Promotes public relations by speaking before various civic and community organizations.
Prepare and monitor annual department budget.
Comply with Administrative Requirements of the Federal Older Americans Act.
Grant writing to sustain operational activities and monitor compliance to maintain funding including monitoring contracted agencies for accuracy in program reporting and reimbursement requests.
Develops technical specifications for Request for Proposals to purchase goods or services.
Provides leadership, guidance, and administrative direction in the development and implementation of non-emergency public transportation.
Serve as a representative for the aging and disabled population by serving on various community boards and facilitate regular meetings with agencies to promote networking and information exchange.
Serves as the County Access and Functional Needs Coordinator for emergency management activities relating to the special needs population which includes Register Ready administration/readiness education, Core Advisory Group activities, and partnership with both the State and County Offices of Emergency Management.

Knowledge and Abilities:
Knowledge of community development and planning.
Knowledge of community agencies and resources and an awareness of interrelatedness of social issues.
Knowledge of problems, concerns, and needs of the aging population.
Knowledge of County personnel policies and procedures and Civil Service procedures
Ability to work with public and private agencies and work with County leadership.
Ability to communicate with groups through public speaking, leading discussions, and informal conversation.
Ability to prepare clear, accurate, and informative reports containing findings, conclusions, and recommendations.
Ability to provide leadership to a diverse network of in-house staff and partner agencies to meet the mission of the department.

Requirements:

Education: Graduation from an accredited college or university with a bachelor’s degree.
Experience: Five (5) years of professional experience in either a  paid or volunteer capacity in an agency operating program relating 
to elderly people in the fields of social  work, public health, nursing,  teaching,  recreation,  gerontology,  psychology, vocational counseling, community organization work, or a related field.
 
License: Appointees will be required to possess a driver’s license valid in New Jersey and abide by County Motor Vehicle Policies to perform the essential duties of the position. 

Regular business hours are Monday through Friday, 8:30 AM – 4:30 PM.  This position, however, requires work beyond a typical shift.  Weekend and evening hours are required for Commissioner meetings and other events relevant to department programs.
