Human Services Advisory Council

The Human Services Advisory Council (HSAC) is appointed by the County Board of Commissioners and advises the Commissioners regarding human service needs within the County. The Human Services Advisory Council is comprised of providers, interested citizens, and consumers of all types of human services. Membership is prescribed by NJAC 10:2-1.3, which is the State of New Jersey regulations for County HSACs. The Cumberland County HSAC is comprised of voting members with non-voting representation from county and state representatives.

All HSAC meetings are open to the public with participation encouraged. Meetings are used for planning, networking, educating and advising individuals and agencies throughout the county.

The Cumberland County HSAC is responsible for:

  • Planning for human services for all county residents.
  • Allocating funding based on planning results and prioritized needs.
  • Implementing and/or promoting programs to meet identified results.
  • Monitoring grants and funding streams to ensure contract compliance and quality service provision.
  • Working closely with the Comprehensive Emergency Assistance System (CEAS) Committee to plan for and monitor homeless and at-risk services.
  • Publishing the bilingual "HELP/AYUDA Guide" with nearly 500 listings of agencies.

 

Funded Programs

 

Bettie’s Way Foundation, Comfort and Care Initiative: The program seeks to assist with the often unaddressed need for infant care, feminine hygiene, personal hygiene, and home care items for vulnerable individuals and families in Cumberland County.

Big Brothers Big Sisters of Cumberland and Salem Counties, Mentoring: The program enables volunteer mentors to meet with children and youth in Cumberland County that are matched and professionally supported in site and community settings to provide emotional support and encouragement. Mentors ignite the power and promise of each child and youth they are matched with.

Boys & Girls Clubs of Cumberland County, Power Hour / Project LEARN: The program is held at the Boys & Girls Clubs in Vineland and is an out-of-school program that boosts academic performance of young people (ages 6-18).

Cumberland Empowerment Zone Corp., Supportive Services for Afterschool: The program will partner with Cherry Street, Lakeside and Haleyville schools to assist in providing needed quality afterschool programs, keeping youth safe and secure until parents are out of work.

Girls Scouts of Central and Southern NJ, Leadership Experience: The program builds girl leaders and helps improve the mental health of girls in Cumberland County. Goals are to gain essential leadership skills, stronger sense of self and positive values.

Rural Development Corp., Keeping Families Together: The program utilizes a multifaceted approach to working with families and to reunite families of the Cumberland Family Shelter. Through social services; extensive case management, when needed, and workshop offerings that are both family focused and life-skills, families are wrapped in tools they can use to move forward positively with their lives.

Cumberland County Division of Employment and Training, Transportation Assistance: The program assists in two ways; through distribution of Uber and Gas cards to families that are in need and referred by a community agency and by contributing to the operations of the “To Work” Transportation system. The system includes the Greater Bridgeton Area Transit, Landis Avenue Express, Vineland Industrial Park Shuttle, and Millville Area Connectors.
