The Youth Services Advisory Council (YSAC) (also known as the Youth Services Commission) is appointed by the County Board of Commissioners and advises the Commissioners regarding youth service needs within the County. The Youth Services Advisory Council is comprised of community stakeholders appointed by the County Board of Commissioners to oversee the planning and development of community-based programs and services for youth at-risk, or youth already involved in the juvenile Justice System. These programs and services are funded through State Community Partnership, Family Court, and Innovation Grant dollars. As part of the Juvenile Justice Reform Act of 1995, New Jersey Administrative Code mandated Youth Services Commissions throughout the State of New Jersey. Membership is prescribed by NJAC 13:90, which is the State of New Jersey regulations for County YSACs.

The Cumberland YSAC does not provide direct services. However, the YSAC contracts with local agencies to provide community-based services for at-risk youth, and youth and families involved with the Cumberland County Family Court Division. The YSAC completes an extensive plan and application process every three years for the New Jersey Juvenile Justice Commission, and the programs and services provided are based on juvenile justice needs of youth and families within Cumberland County.

All YSAC meetings are open to the public with participation encouraged. Meetings are used for planning, networking, educating and advising individuals and agencies throughout the county.
