Cumberland County Cross Acceptance
with the Draft Preliminary State Development and Redevelopment Plan

On May 28, 2024, the Cumberland County Board of County Commissioners unanimously approved Resolution 2024-348 authorizing participation of Cumberland County as the Designated Negotiating Entity in the State Development and Redevelopment Plan Cross-Acceptance Process. The Resolution specifies that the Cumberland County Planning Board is directed to carry out the Cross-Acceptance process on behalf of the County pursuant to the State Planning Act and State Planning Rules.
As part of the Cross-Acceptance process, County staff have contacted each of the municipalities to ensure the Preliminary Draft State Development and Redevelopment Plan represents their local planning documents, ordinances, and interests. In April 2024, Planning Director Matthew Pisarski addressed a letter to each Mayor and Municipal Planning Board Chairperson in every municipality in the County. The letter provided background information regarding the Preliminary Draft State Development and Redevelopment Plan (PDSDRP), and requested each municipality provide the names and emails of representatives who would serve as the municipal liaisons for the Cross-Acceptance process. Each municipality in the County responded with subcommittees, resulting in 100% participation by the municipalities in Cumberland County.
On December 4, 2024, the New Jersey State Planning Commission approved the release of the
Preliminary Draft New Jesey State Development and Redevelopment Plan. A public meeting was held at Rowan College at Cumberland County on February 13, 2025 on the designated snow date. The public meeting included a presentation by the State Office of Planning Advocacy on the Draft Preliminary Plan and provided an opportunity for public comment.
As part of the Cross Acceptance process, County staff, in coordination with interns from the Office of Planning Advocacy, prepared draft Cross-Acceptance Response Templates (CARTs) for each municipality. County staff also reviewed the Draft State Plan mapping to create a baseline of potential changes to the Planning Areas. The Draft CARTs were reviewed and discussed with the municipal subcommittees and/or municipal Planning Boards.
The following documents are the result of the efforts of Cumberland County, its constituent municipalities, and efforts of the NJ Office of Planning Advocacy to ensure thoughtful and accurate CARTs which best reflect the interests of each municipality.
